About the Opportunity

Randstad has partnered with a high-profile government department to recruit a Procurement and Contracts Manager – Infrastructure. Based in Perth, this role is pivotal to delivering facilities management (FM) and public works projects.

You will manage end-to-end procurement and contract administration within a fast-paced environment, ensuring strict compliance with government procurement rules, legislative acts, and organizational policies.


Key Responsibilities

  • End-to-End Procurement: Manage works procurement for repairs, maintenance, minor works, and capital projects.

  • Specialist Advice: Provide expert guidance on medium-value/medium-risk maintenance and capital procurements.

  • Documentation: Prepare comprehensive procurement plans, business cases, and tender documents that align with operational needs.

  • Risk Management: Conduct detailed risk assessments to identify and mitigate project and contract vulnerabilities.

  • Tender Management: Oversee tender advertising, issue addenda, and manage the evaluation process, including reporting to review committees.

  • Contract Administration: Develop contract management plans and oversee contract variations.

  • Financial Modeling: Collaborate with FM and project teams to compile complex expenditure forecast models for future procurements.

  • Continuous Improvement: Contribute to the enhancement of procurement frameworks and organizational processes.


About You

To be considered, you MUST hold full working rights in Australia and possess proven Government Procurement experience, specifically within infrastructure or public works.

Ideal Candidate Profile:

  • Procurement Expertise: Significant experience in dedicated procurement roles within complex organizations.

  • Stakeholder Engagement: High-level interpersonal skills to consult and negotiate with diverse internal and external stakeholders.

  • Analytical Rigor: Strong conceptual, investigative, and problem-solving skills in time-critical environments.

  • Communication: Exceptional written skills for drafting high-level contract documentation.

  • Autonomy: Proven ability to plan, prioritize, and meet deadlines both independently and within a team.

  • Technical Knowledge: Specific experience in works procurement is essential; tertiary qualifications in a relevant field are highly desirable.
